President Lincoln had claimed that he was not going to interfere with slavery however the due south had no genuine right to withdraw from the Union. South Carolina was the first state to withdraw that other states soon followed, Lincoln knew that he would have to take this issue into his own hands and enacted his power as both the Commander in Chief and the Chief Executive.
